Miller, president, Adaptive Strategies LLC., and former under-secretary of defense for policy, told the audience at today's opening plenary session at the AIAA Science and Technology Forum and Exposition (SciTech 2015), in Kissimmee, Florida.

The Commercial Spaceflight Federation submitted the following comments to the State Department regarding the interim Category XV rule of the International Traffic in Arms Regulations (ITAR).

Revision of Category XV: Public Law 105-261, the Strom Thurmond National Defense Authorization Act for Fiscal Year 1999, required that space-related items, including all satellites, were to be controlled as defense articles and removed the President's authority to change their jurisdictional status.

This proposed rule describes how certain articles the President determines no longer warrant control under United States Munitions List (USML) Category XV--spacecraft and related items--would be controlled on the Commerce Control List (CCL).

CSF Lauds ITAR Reform

The Commercial Spaceflight Federation lauds the passage of H.R. 4310 today, the National Defense Authorization Act, with Rep. Adam Smith's amendment providing authority to the President to remove some satellites and related components and technology from the U.S. Munitions List, but calls for further progress regarding spaceflight participant training and the appropriate regulatory position for manned space vehicles.

The Satellite Industry Association (SIA) will be moderating a panel on Export Control at the National Space Society's (NSS) International Space Development Conference (ISDC), on Friday, May 25 from 2:00 - 3:30 pm at the Grand Hyatt Washington, in Washington, DC.
